How Central Government Pay Is Worked Out
Every central government post sits at a level of the 7th CPC pay matrix. The level fixes the starting basic pay, and each annual increment moves you one cell up the same level, about 3% higher.
Allowances are then added to basic pay. Dearness allowance (DA) is a percentage of basic pay, revised twice a year. House rent allowance (HRA) is 30%, 20% or 10% of basic pay in X, Y and Z cities. Transport allowance depends on the level and the city, and DA is paid on it too.
From the gross pay, employees under the National Pension System (NPS) or the Unified Pension Scheme contribute 10% of basic pay plus DA. Income tax, CGHS and other deductions depend on the person and are left out here.
Starting Basic Pay at Each Level

Levels 17 and 18 carry a fixed pay. The notice for each recruitment states the level of every post.
Worked Example: Level 6 in an X City
A new Junior Engineer at Level 6 starts on a basic pay of ₹35,400. With DA at 58%, DA is ₹20,532. HRA in an X city is 30% of basic pay, ₹10,620. Transport allowance for Level 6 in a city with the higher rate is ₹3,600, plus ₹2,088 of DA on it.
That makes a gross pay of ₹72,240 a month. The NPS contribution of 10% of basic pay plus DA is ₹5,593, leaving about ₹66,647 before income tax and other deductions.

Frequently Asked Questions
What does in-hand salary mean here?
Gross pay minus the 10% pension contribution. Income tax, CGHS, group insurance and loan recoveries are not taken off, so actual take-home pay can be a little lower.
What is a cell in the pay matrix?
A step within a pay level. A new entrant starts in cell 1 and moves up one cell with each annual increment, which adds about 3% to basic pay.
How often does DA change?
Twice a year, from 1 January and 1 July. The revision is usually announced a few months later and paid with arrears.
Does this apply to state government jobs?
Only partly. Many states use a pay matrix like the central one, but their levels, DA rates and allowances are their own. Use this calculator for central government posts.
