- Deputy Director (Non-Technical): Bachelor's degree or MBA (Finance/HR); plus five years experience in establishment, administration, accounts or vigilance
- Assistant Director (Finance): Bachelor's degree or MBA (Finance); plus three years experience in finance, accounts and budget
- Assistant Director (HR): Bachelor's degree or MBA (HR); plus three years experience in general administration and establishment
